I am a resident on Albina across the street from Peninsula Park. I use the park twice daily. Recently there have been several occasions where I have encountered dogs running around the park off-leash (with the owners so far away that they had no control over the animal). In one particular instance, I encountered the owner and was told they were permitted to have the dog off-leash as it was a service animal. This seems to be happening at night when the park has less traffic. Is it possible to clarify and / or make more visible the signage that clearly states the leash law and that there are no allowances (especially for a dog that is completely out of control)?

02/08/2010 I forwarded the problem to the Park Rangers. Also I will be making a sign up that has park rules on it for the playground area. It is fairly generic, but we can restate that this is not a dog offleash park.

1. The dot shows the area is at the playground. People should know that out of control dogs are not appropriate there. That is specifically against park rules at even parks where there are dog off leash areas.
2. It is sad that Service Dog status is used to excuse breaking park rules. There is not a certification specifically to prove that status. The person should have the dog under full control, as it is not a pet when it is a service dog.

I hope this information helps. We'll get that sign made for the playground area.
